City Clerk

The City of California is seeking candidates for the position of City Clerk. This position’s primary purpose is to provide staff support to the Mayor and City Council; to supervise office and clerical support functions; to serve as repository for all official City records; to record minutes of City Council Meetings. The salary will be commensurate with the successful applicant’s experience and qualifications and will receive full City of California employee benefit package including health, dental, vision and life insurance, vacation time, sick hours and 401k Retirement Plan. The ideal candidate will have a combination of education and experience to direct and oversee the operations of City Hall. Experience in government finance is preferred but not required. Requirements concerning records retention and disclosure; administrative office functions and responsibilities, consistent with those performed in the City Clerk’s office; modern office practices, procedures and equipment; financial budget preparation and administration procedures.
Effectively develop, plan, organize, administer and supervise departmental activities, demonstrate sound judgement and carrying out duties; accurately maintain documents and records in the City archives; follow oral and written instructions; prepare and present clear and comprehensive written reports; effectively manage records systems; read, understand, apply and comply with applicable local, state and federal laws, regulations and ordinances; deal effectively and courteously with a wide variety of individuals and groups including City Council, community leaders a wide variety of outside agencies and the general public; communicate effectively, both verbally and in writing; present an overall professional image; model and facilitate a working environment that encourages awareness and respect for differences among employees and citizens; perform effectively as a member of a team in carrying out the City’s stated mission.
City Clerk Responsibilities
• Prepares the City Council Meeting agendas.
• Prepare Council Books for all City Council meetings.
• Creates minutes of Council Meetings.
• Authenticates and records all ordinances and resolutions.
• Ensures timely and accurate codification of the Code of Ordinances.
• Certifies the validity of City documents for court evidence.
• Signs and certifies City ordinances, resolutions, contracts, reports and other documents and transmits to appropriate officials or other persons.
• Arranges for legal publications as required.
• Applies City Seal when appropriate.
• Publish Municipal Election dates in local paper.
• Accepts candidate’s filings for municipal elections.
• Creates election ballots.
• Administers oaths of office.
• Custodian of records for City.
• Tracks business licenses, renewals and new business license applications.
• Maintains City’s web site.
• Supervises office and clerical work.
• Attends bid openings and reads bids.
• Receives employment applications and attends interviews.
• Administers pre-employment drug test.
• Administers quarterly random employee drug test.
• Maintains health, dental, vision and life insurance programs.
• Administers workers compensation insurance.
• Administers general liability insurance for City.
• Administers City of California 401k program and prepares year end reports for third party administrator audit. (TPA)
• Administers bi-weekly payroll, federal tax deposits, quarterly reports, 401k file uploads to American Funds.
• Worker’s Compensation Audit.
• Prepares for annual audit.
• Prepares Semi-annual Financial Report for newspaper (October & April).
• Oversees departmental and City Council budget including planning, preparing and administering.
• Oversees the utility billing department; ensures utility bills are mailed out timely, oversees utility payment collections and deposits.
• Maintains checking accounts for governmental and enterprise departments.
• Maintains certificates of deposit.
• Oversees City’s checking accounts banking statements.
• Oversees accounts payable and receivable.
• Submits tax Levies to County Clerk.
• Maintains City Cemetery records.

Parks & Recreation Supervisor

Salary Range: $32,000 to $36,000 based on experience.

Summary Description:

Under direction, develops plans, organizes, coordinates, and supervises community and recreation programs.

Duties: Include but not limited to the following:

1. Develop, plan, organize, implement, and evaluate a variety of community services and recreation programs, including special events.

2. Establish schedules and methods for providing recreation services; identify resource needs; allocate resources accordingly.

3. Identify community needs and recommend appropriate programs.

4. The Municipal Pool is your main duty emphasis.

5. Prepare periodic reports; maintain files and records.

6. Serve as staff liaison on various City recreation or Community related committees.

7. Prepare purchase requisitions; order supplies and materials.

8. Participate in the selection of part-time recreation staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

9. Participate in the preparation and the administration of the recreation program budget; submit budget recommendations; monitor expenditures.

10. Coordinate the reservation of City sport facilities with outside organizations and the Park Department.
11. Meet with public groups, clubs, organizations, and agencies to explain and promote community services, activities and programs that encourage community participation.

12. Attend and participate in professional group meetings; maintain awareness of new trends and develops in the recreation field; incorporate new developments as appropriate into programs.

13. The employee will be expected to work a flexible schedule, working days, nights, weekends and holidays.

Preferred Experience/Education:

One or more years of previous experience in planning and coordination of recreations; or sports activities; one year supervisory experience, or any equivalent combination of experience and education which provides knowledge, skills and abilities to perform this work. Bachelor’s degree in Parks and Recreations; Leisure Services or related field preferred but not required.

License or Certificate:

Possession of an appropriate, valid driver’s license. Possession of or ability to obtain, an appropriate C.P.R. Certificate and Red Cross Water Safety Instructor (WSI) within 1 year of employment.

Physical Demands and Working Environment:

Work is performed primarily in a standard office environment and at indoor and outdoor recreational facilities; travel to different locations; incumbents may be exposed to inclement weather conditions; work and/or walk on various types of surfaces or uneven surfaces; incumbents may be required to work extended hours including evenings and weekends. Primary functions require sufficient physical ability and mobility to work in an office and recreation facility setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist; to lift. Carry, push, and/or pull light to moderate amounts of weight.
